Use of the same address would not be the reason for the suspension of your spouse account. Companies can share addresses and Amazon support this. There will be another reason as to why the account
The reason for linking the two accounts is not just the address is the same but that you are linked by marriage.
The best and easiest way to recover your company account is to get the other account reactivated.

You cant until you can reactivate your spouses account.
In theory it should be ok for them to register with the same address, just needs to be a totally separate company so do you have the performance notification for their account suspension?

Unfortunately linkied accounts are rarely unlinked especially when a suspension is involved.
As someone else has already stated, having an account link in itself is not really enough to warrant suspension, it is usually down to one account being suspended or having violations that will then cause issues on the linked account.
If an account is suspended purely for being linked to another account, then I would assume this account is also suspended but likely to be for a different reason.
