Can't get GTIN Exemption Option

I'm trying to apply for a GTIN exemption but the "I don't have a product ID" tick box is not appearing when I create a new listing and I don't know another way to get to the GTIN exemption page. I need to do this because we are not allowed to create A+ content unless we have the exemption.
