He has confirmed the above charge comes from a USPS outbound off-manifest charge due to rounding. USPS invoiced Amazon 1 cent over what was manifested and we passed it on to your Selling Account.

After going back and forth with SS for DAYS over this stupid PENNY, they are now claiming it's from an "USPS outbound off-manifest charge due to rounding"
I checked the order in question. I was charged $4.19 for shipping. According to Pirateship that zip code cost for this order should be $4.19. The tracking number is so old now that it's no longer in the USPS system, so cant see if there are any discrepancies, but it doesn't appear to be the case based on what I shipped and the weight (listed as 4oz on the order) that order according to my RECEIPTS was 3.5oz. I had no other way to verify cost than to do a rate check on pirateship... which appears that I was charged correctly. So where do they find a penny?
Does anyone know what "outbound off-manifest charge" is? This sounds made up by Amazon when they don't have an answer to why you are being charged for something. I've been shipping USPS for 25+ years and have NEVER ONCE seen this kind of a charge. The internet doesn't seem to have an answer for this either. It's a stupid penny, but I've been gaslit by "seller support" on this so many times now it's gotten under my skin. @KJ_Amazonhad sent this to the "team" to follow up with me, so I don't know if they have any insight?!

This is the receipt from the orders this day. I literally keep them for 6 months for this VERY purpose... disputing erroneous garbage. I bring my receipts to the table. lol.

Hello @Seller_xlf3vF516IRli. An "outbound off-manifest charge" is the technical term for a carrier adjustment for your outbound shipment.

USPS runs each package in its network through the Automated Package Verification System (APV). This system helps USPS verify your package’s weight, dimensions, and other information are accurate. If USPS determines that you underpaid or overpaid for postage, or used a different package or service from what you entered when buying your label, they will automatically charge or credit your Amazon account for the difference.
