Yes - thats the policy in the prepaid return label/refund at first scan setup.
For items lost by the courier - you are supposed to refund in full and claim via the courier.
Note, this is difficult, as its not your label, its amazons - but amazon state that its their policy - so the courier should refund you.

the item is not returned until you have it. do not refund anything. it is the buyers responsibility to ensure the item is returned, ignore what thirtythreeandathird say, you can not claim from the courier.
