I have a customer who has opened a return case stating box was empty.
This box was packed by me under CCTV and clearly shows me packing the items and sealing the box exactly like the photo of delivery, Royal mail have weighed the package luckily for me it was over weight so i was surcharged. They have confirmed the package was delived undamaged. The delivery photo shows the box is undamaged.
But Amazon will refund on first scan how can i stop this blatant fraud

you could report the customer but if they do return an empty box that ends up going through refund at first scan, your route would be to open a safe t claim for a materially different return.
Worth noting that you can now opt out of the Amazon Prepaid Return Label scheme by contacting seller support, which would also deactivate refund at first scan as a side effect.

Please check Reimbursement policy for seller-fulfilled orders with pre-paid return labels in case you will choose the route of a SAFE-T claim.
