Regarding a EU responsible person

i been selling in uk with brand registered in the uk and i live in uk but now i wanted to sell in Germany but amazon keep asking me that i need to have EU responsible person in order to sell in Germany even though my LUCID no is verified so please could you tell me why i need to have EU representative and i do have to have then tell ,me how do i enrol for that
