This has been a nightmare! I'm trying to set up as an individual seller and Amazon is making it as difficult as possible!

I am just trying to sell my book and I don't want to use Amazon Fulfillment. Every time I try to get help, I'm told to downgrade to an individual selling plan. OK, I DID that. I still can't get rid of Amazon Fulfillment so what do I do?

You sell FBM and you pay just the referral fee.
For the first month you can ask a refund if you downgraded to individual selling plan and didn't use any service.

Amazon fulfillment (FBA) charges only when you use it; there are multiple fees (storage, placement, fulfillment), but if you don't use FBA, you pay nothing for it.
It's not something to get rid of; the ability to use FBA is baked into every account.
If you downgrade to individual, there is no monthly fee; although your transactions will have an additional 99 cent charge; and you will not have access to some of the business reports. And since you are using FBM (fulfilled by merchant), if you have the individual plan, you will not be eligible for the Buy Box (Featured Offer).

I can confirm that you have successfully downgraded from the Professional plan to the Individual plan.
You are also eligible for a one-time refund of subscription fee that will be charged to your account soon after the completion of registration process. You are only eligible for that one-off refund if you have not used any professional tools or benefits within 90 days - which it seems like you have not.
Since I can see you have downgraded successfully you can contact Seller Support by following this link requesting reimbursement of the Professional selling fee of $39.99.
You have received lots of great guidance in relation to FBA above from fellow community members @Seller_rI7BZIczK8iAC and @Seller_nRFmxiQg4EGrw. There is nothing to opt out of you simply would choose to self fulfill your orders via FBM.
