5461: You may not create new ASINs

I have purchased the GTIN for my product from GS1 and completed the required details for a new listing. However, upon submission, I encountered error 5461, which prompted an additional dialogue screen for review submission. I proceeded to provide all necessary information, including images of my product, packaging, brand, and barcode.

Despite this, the seller approval application team rejected my submission, stating that the GTIN provided is not valid. I have thoroughly verified the GTIN through both the GS1 website and my GS1 account, confirming that it is active and correctly associated with my product. The response from Amazon lacks clarity, and I am unsure of the next steps required to resolve this issue.

Error 5461 indicates that you’re not currently approved to create new ASINs for the brand you’re trying to list.

Even if your GTIN is valid and active through GS1, Amazon requires brand approval before allowing new listings.

To fix this, you need to submit a brand approval application in Seller Central, providing:

  • The exact brand name (case sensitive, with correct spacing)
  • The product ID (UPC/EAN) matching your product images
  • Full product details (title, manufacturer, description, model/part number)
  • Clear real-world images showing the product, packaging, brand name, and barcode

If you’re the brand owner, make sure your Brand Registry account is linked to your Seller Central account.

After approval, it can take up to 24 hours before you can create the listing. Also, check that your product isn’t already in Amazon’s catalog to avoid duplicate ASIN issues.
