Your Amazon.com seller account has been deactivated,( its a new account)

Hi helpdesk,

I found my account has been deactivated when i logined as follow picture

When i click the reactivate button, It needs me to offer some shipping information!

The account is new, no production for sale, whats the wrong? is there a bug?

Hope someone give me help, thanks a lot.
