Transitioning from Brand Approval to Brand Registry
If I create a listing with Brand Approval, and then later decide to sign up for Brand Registry, will I be able to transition the listing without having to create a new ASIN, or will i be required to create a completly new listing?

When you say "transition the listing", could you elaborate a bit on what you mean by that? Are you asking about changing the brand of the product?
