UPS charging for collection anyone resolved?

A few months ago booking through the Amazon partner carrier program the tracking changed from colection included to having to pay cash on collection.
A temporary work around was to use an old tracking number to get UPS to collect but now I'm getting UPS saying that they've collected when the driver never turned up. If I try to raise a complaint with UPS they ask for tracking which as it's an old number will say collected and deliered.
Has anyone managed to resolve this problem yet?
