Charged a service fee and I never upgraded my plan

I was recently charged a service fee due to upgrading from individual selling plan to professional selling plan, but I have never made this change. I have reached to amazon support twice and create case and it was always refused
"We understand that you are requesting a subscription fee refund. Your request has been declined because you have used your professional selling tools and benefits."
I have been selling for a year now, and it is the first time I get charged with this fee. The support agents were not able to tell me when I did this change.
Can you please validate this change to my selling plan.

If at some point the benefits were used, Seller Support won't be able to provide a refund. I see you have already downgrade the account, so it won't be charged moving forward.
