This has happened to me twice, and my theory is that I didn't send merchandise to Amazon in over 3-4 weeks. Once I sent stuff in every week for a month, all my inventory were eligible to be featured. It was frustrating because Amazon did not give me a reason, just bullet points on how to improve my account health that was already healthy. It took a month for the system to reset.
