Shipping from the USA to a customer outside of the USA

I have been selling on amazon since 2010 it is always challenging when selling outside of the USA and UPS requires the buyer to fill out certain paperwork for customs. As you all know since the internet has been around any shipping company fed ex, UPS, DHL they want the buyers phone number and email the email is imperative as when I ship an order outside of the USA the shipping company will immediately notify the buyer of the forms they need completed for customs. This particular customer is in Portugal. The item was expensive 1625.00 and freight was 239.99 UPS called the customer 43 times I have called them no one answers or you can't leave a voice message. I can't email them though the portal as everything is greyed out except to give a refund. If I want the package back UPS wants an estimated cost of 400.00 to send back to me. I am sure when I go to give a refund to the customer, I will not be able to recope the 400.00. I contacted amazon DOZENS of times and all they say is 'It is between you and UPS". Amazon.com will not assist at all. When a buyer is importing from the USA, they know they need additional paperwork completed that I can't do it is from the buyer only...........what have any of you if you encountered this done? as amazon will not assist at ALL.

While other sellers chime in with their experience, I wanted to make sure you this page handy, as there are some details there for working with a third party carrier through international return scenarios. Understanding this post is more centered on the need to coordinate with the carrier and customer in such situations, it may not apply perfectly.
