When someone creates a seller account, the system is assigning the "Professional selling plan" that costs $ 39.99 per month. NOW, you downgrade to "Individual selling plan" immediately and create a case and ask to refund the first monthly fee.

1) Individual - Free

2) Professional - $39.99

You can switch to the individual plan and then request a refund once you downgrade. Please see this page for instructions on how to downgrade.
