For different business reasons, Amazon does allow sellers to have more than 1 account.

Both previous answers are correct, approval by Amazon and typically for different business reasons.
Would like to add though, have heard of scenarios of when one account gets suspended the other goes with it regardless if it was in the wrong or not.

There's a process to approve multiple accounts if there's a business reason behind to justify such request. This process is done through seller support, if you're wishing to create another account, get in contact with them, and they'll walk through the steps.

you can have different accounts when you have different business entities plus selling different products. Amazon University has a video regarding this.
