No. You cannot change Amazon's fee structure.
But, at least with Media items, you can lower the percentage by not offering anything for extremely low prices. If, for example, you list anything for less than five dollars, then between the referral percentage and the closing fee, you'll be paying out for too high a percentage in fees.
