I am experiencing this issue too. If I try to action a refund I always need to sign back in first.
Okay with all other pages, just every time I want to refund a Buyer.

I find I always have to do it when issuing a refund too. Pretty frustrating and sometimes it comes back with a blank page afterwards. Another of the many bugs in the system.

Only ever have to sign in when I disburse or issue a refund.
15 times a day sounds like a lot. For me it is a couple of times a day maybe a little more if I have a few refunds.

Should really only have to sign in once but much of this could be down to your computer settings and how your cookies etc are set up. It could be the your login with no actions are getting timed out.
I have started using my phone app and find this rarely asks me for log in details.

Are you frequently changing devices?
As others have said, clearing cookies after each session will cause sign-in prompts as the system won't 'remember' you, especially if have frequent connection drop-outs as well.

There are loads of annoying bugs like this. I doubt Amazon are aware of them as who would ever write to Seller Support to highlight them.
I certainly don't want that frustration in my life.
If Amazon want to fix them they need to have a separate process for highlighting bugs where they actually understand the issue.

15 times is excessive. It could be a browser issue. If you have another browser installed, try using that.
It happens to me a few times a day, even when I've selected "Don't require OTP on this browser."

It's been a year I've been going through this, and I thought it was another pain that we all had to suffer?
I can only log in with OTP regardless I use the same computer, same browsers, same IP.
