FBA Invoiced proceeds locked in DEFERRED PAYMENTS

Beginning October 1 I now see that the proceeds of almost all of my sales (100% FBA) are locked up in deferred payments. Up till then we never had a deferral in the past.

Seller support quotes what is already visible in the app - mentioning possible business buyers and deferral for the purpose of allowing delivery to take place.

Lets remember that the process of delivery is one charged for by Amazon using its superior logistics network. Have they lost confidence in their own ability to reach final delivery or are they just holding back on releasing our payments because of some cash-flow issues?

This is something new that we have not seen before. Why would Amazon suddenly begin withholding funds availability for FBA sales?
