First of all, is this a DEBIT card? Or a true CREDIT card?
A debit card will sometimes work, but often will not; you really should use a credit card, as even if a debit card works now, it may not work in the future.
Note that Amazon has no problem charging a debit card for any fees; but charging for the fees does not mean that they will accept the card for your account.
If it's a credit card, is there plenty of available balance? Are your payments current?

Has your issue been resolved as yet? I am on seven weeks of this error and cannot get passed it. I have tried five separate cards made up of debit and credit, all registered at the same address as my business entity and shown proof of this and I just receive the same generic response. This is impacting my livelihood and I don't think Amazon cares.
