Product Authenticity Customer Complaints is not being removed

I had inventory with Amazon FBA and saw there was a Account Health issue showing Product Authenticity Customer Complaints. I see on Amazon that this product was purchased / returned. Purchased again and returned and Purchased a third time and returned. I believe one of those customers was committing consumer fraud by changing out the product, but I am unable to see or return the product to verify.

When the Product Authenticity Customer Complaints allows me to submit an appeal requesting an unaltered invoice in order to remove the violation I have since submitted:

2 unaltered invoices

Product box with UPC code linked directly to the product.

UPS shipping labels showing the brand delivering products to me.

This is very frustrating when I keep getting responses saying that the evaluation is complete and does not have enough information to complete the request. I have submitted everything requested plus more and am unable to remove this High Impact Account Heath Violation and need help beyond me just submitting the required information. What do I need to do to remove this violation?
