A-Z Claim - Confused?

My custmer contacted and claimed her order wasn't recieved although full tracking confrmed delivery. I told her she would need to open a claim with Amazon. Amazon being Amazon refunded her even though the account clearly shows the delivered item.

Amazon customer service person who dealt with the claim has left this note as to why this happened:

Product amount: GBP 7.90

Claim date: 17 July 2024

Why is this happening?

The customer reported an issue with delivery. In this case, the tracking information indicates 'delivered', but the customer did not receive the package. Because you provided sufficient information that proves the order was actually received by the customer, we will not count the claim against your Order Defect Rate.

What chance do sellers have? Who montitors these people? I have appealed and been refused.
