While we verify your credit or debit card, you can start exploring the 'Seller Central' of North America

I used the amazon.ae link and still being forced to sign up on US market first. It also keeps telling me that while we verify your credit card, you can start exploring the NA seller central which I do not want.

I've reviewed your account and see that you have signed up via the .com link and not the .ae one. And this is why you received that notification and welcome e-mail.

You can expand to .ae. region via this link:

https://sell.amazon.com/global-selling/middle-east

However, keep in mind that you will need to complete the verification sign up for the .com first, then expand to AE, at the same time you can place NA regions to vacation mode if you wish not to sell in those regions.
