I am new to amazonSeller so I just set up my account and it’s charged me £30 so I think I got charged only when I have active inventory in my account so is that necessary to £30 charge right now because currently I don’t have any active inventory my account my account is just active one day ago.

for a professional selling plan, you are charged whether you have active inventory or not.

As soon as you click on the big orange 'Sign up' button' you are signing up to the the professional selling plan which is £30 a month (you need to read the small print under the sign up button. If you only signed up a day ago, then it is unlikly that your account will be fully verified yet, as it can take a while for all your info to be checked and verified.
You can downgrade the selling plan to individual plan, by going to your account settings and downgrading. You can then request a refund of unused fees by opening a case with seller support 'Help'.
