I just successfully registered a selling account , a few moments later,I received a notification said that 39.99$ was deducted from my account. I am a new hand and I don’t know why it deducted the money so quickly since I am not getting start to do business.

That is the monthly fee. It will be assessed whether or not you have inventory listed.

I've reviewed your account and see that you have registered for our professional account which comes with a $39.99 a month charge.
We do offer an individual plan that doesn't have a monthly charge, however there are still fees associated with it when you list items for sale.
