Unable to list items

We are encountering an error when trying to list new items:
We are not accepting applications to sell:
Other Home and Garden (including Pet Supplies) category in Refurbished condition(s)
Other product(s)
Other Home and Garden (including Pet Supplies) category in Collectible condition(s)
As the manufacturer of these products, we should be able to list them, but we are still unable to do so. Unfortunately, Amazon support has not been helpful.
Do you have any advice on how to resolve this issue?

Do you have a business or individual selling account?
If there is no option to list new products you're probably not set up as a business. You may need to change that and be aware you'll have to go through verification again.
