Amazon Cannot fight Chargeback. Not backing up sellers

I had a chargeback on a item that was delivered. Amazon wrote me back the following

"As we informed in the previous email, we have provided to the customer's card issuer all the required information about the order. This information includes:

-- Proof of delivery

-- Invoice

-- Seller comments

However, after reviewing this information the card issuer has decided to re-dispute the charge. The card issuer does not allow Amazon to participate in the second time chargeback dispute, so as per payment protection policy you are responsible for all the service related chargebacks and we have debited your account for 256.41 USD."

The outcome of this matter is decided solely by the card issuer, and not Amazon.

How can it be legal for a bank to not allow Amazon to participate in a second chargeback dispute? So all the customer has to do is dispute it 2 times and its a automatic win for them? That cannot be legal that a bank specifically targets amazon and doesn't allow this to be disputed.

Amazon is not backing up their sellers. I sent this to the address provided and have proof of deliver. Customer has not opened a return or a-z claim.
