New inbound placement fee structure is terrible.
The new inbound placement is a nightmare. I usually send a few boxes every few days to fba because it is easier for me to manage. I started doing one large shipment a week to account for the new placement fees. I figured I would be able to avoid the fees by sending in 9-10 boxes at once. I finished packing a 9 box shipment on saturday and went to confirm shipping only to be met with no option for amazon optimized shipping and hundred of dollars in placement fees. I have no problem sending to multiple fulfillment centers to save money but they did not even give me the option. I wasted hours trying make a larger shipment so it would let me send to multiple places. They wanted 8 boxes going to one place and only one to another. I even separated out each sku evenly into each box. This is absolutely ridiculous.

everyone is in the same boat, just raise your prices on amazon and keep them where you have them at now on other marketplaces, we seen our sales grow 10 fold on other marketplaces when we raised prices .50 an item on amazon

I sell books and just set mine for minimal. I pay the .44 cents a book to not allow them to split mine. I do on average one box of books a day. Splitting would just create more hassles. By having to pull out 'X" number of books re-box those and then have another shipment basically. I just add the .44 cents to the cost and go from there. I feel other peoples pain. SUCKS.

I've opted for Amazon optimized shipping. Nevertheless, they are hitting me with a $50+ placement fee anyway, a nice moment from Amazon. This is new to me:
This shipping plan does not qualify for the Amazon-optimized or Partial shipment split options. Factors that affect inbound options include shipping quantities, multi-SKU boxes, and geographical demand. To maximize the number of inbound options, consider creating larger shipments with more single-SKU boxes in the shipping plan.
This is also new to me. They let you pick your poison now. Who doesn't want to opt out of placement fees just to select the most expensive placement option and double their shipping cost!!!

I am having the same issue. I made sure my settings were changed yesterday for Amazon optimized shipment splits. I created a shipment with 8 boxes, spent hours making sure the inventory was spread as evenly among the boxes as it could be. Amazon isn't even trying to send it to multiple fulfillment centers, the only option I get is to send it to 1 fulfillment center and pay an extra $245 or more. Is Amazon's software not working or what's going on?

After a few weeks of testing out shipments to see how Amazon actually wants us to split up inventory I have found a few things out that I wanted to share to hopefully help some others out there. The only way I have been able to get Amazon Optimized Shipments is to have at least 4 boxes of one SKU split up evenly in your shipping plan. There can only be one SKU in those boxes or it will mess the whole thing. The rest of your SKU's can be mixed up however you want. As long as you have 4 boxes of one SKU you should get Amazon Optimized Shipments. I mainly sell smaller products and this has been quite frustrating as I am sending in 4 half full boxes into Amazon in order to not get placement fees but it is still cheaper. I do not have enough inventory to be sending in hundreds of the same unit every week. I hope this information helps others out.
