Unfortunately, no.
You can explain to the customer that USPS transfers service to the local government postage service of that country. Its typically horrendous but that customer can get the tracking ID you provided for them and look up the tracking updates on the postage carrier of that country. It is possible they have updated a couple of things and USPS has not.

Dominic from Amazon here, at this point there is nothing you can do as the Seller. The buyer must work with the carrier service.
