但是39.9刀的费用在信用卡中已被扣除，仍然提示这个问题

I see that your account is fully active and your charge method is valid. The error you saw was due to verification of your charge method, which can sometimes up to 24 hours to complete.

实际上就算换了也不会立马解决，多触发几次等会就行了
