If you give it time, its a Friday night and we are all just sellers volunteering here to help out, sending forum posts every 2 minutes will makes other assume your issue is being dealt with.
As Kingstar says, check your account is verified, maybe it won’t let you set up a shipping plan because your account is not completely active yet.
Are you registered as a business, did you supply your UTR etc?

As mentioned above you need to sort your account out first.
As a new seller and your obviously inexperienced no disrespect meant but doing what your doing is a risk buying from china to sell, you need to ensure your goods are authentic and undergo correct testing for Amazon requirements as well as your liability insurance.
If you have fell for a wonderful youtube clip an bought from alibaba cancel now as the invoice wont be approved to sell on amazon and you will risk account suspension.
Finally you cant use the partner carrier program to ship from china you will need to use a amazon approved carrier, we dont send directly to amazon from source its to risky but thats your call
