I created seller account on Pakistani details with USA based LLC, After submitting bill from my internet service provider i received deactivation with section 3 email. As i had not selling yet just listed products which listing are inactive i have purchased products but not sent to amazon warehouse because after listing i received bill verification email. I had submitted second appeal with all documents invoices of the distributor from where i purchased the product i had listed, the USA wise bank statement to prove the amount transfer to distributor, the Pakistani bank statement to prove the address of Pakistan as submitted in legal entity of seller account, LLC document and that internet service provider bill again but after 2 days message showing in appeal section is We completed our evaluation of your submission. We do not have enough information to remove the violation at this time. and when i talked to customer support they said we cannot activate your account and cannot share the reason as well why its been deactivated as i told them again and again that i had not started selling yet but they said now we will not reply to your mails and will not address the issue anymore.
please help me i am facing financial loss as i had purchased product from distributor which are now at prep center and i had no idea what to do and without selling a single product how can i be indulge in any fraudulent activities.

You don't have to start selling to be deactivated. The information provided doesn't meet the standards put forth. Usually, an internet bill isn't going to help as the bill has to match exactly (name and address) as to what you used to sign up with. It's a verification step.

Many times that Amazon statement does not refer to ONLY the new account.
The term 'abuse' as well as the terms above, on Amazon is and can be extremely wide ranging.
Amazon found SOMETHING they don’t like and it could be something not even related to your NEW account.
Have you EVER had another account, even on the BUYER side?
Have any family members or business associates had other Amazon accounts of any type?
Has ANYONE ever logged into THEIR Amazon account from your home or business?
Have you ever logged into your account from a business location that had an Amazon account of their own?
Have any of the above individuals ever had accounts that have been closed or sanctioned?
Have you ever STARTED to open an account including those ‘Global Accounts’ and you did not finish the account application?
Are you, or HAVE YOU EVER, used one of the deadly Virtual Assistants?
Amazon will match your internet information to every account on the site. They are probably better at it than the CIA and NSA combined for rooting out related accounts that way.

• Have you ever assisted anyone else with their account, whether it be operating the account or setting the account up?
• Have you used any service providers for things such as marketing, logistics, or fulfillment?
• Is there any information on your selling account that you do not recognize as yours?“
As @bookwormapril has noted in previous posts by people with the "abuse" issue, that the problem could be on the BUYER side.
Those issues could include such things as:
Too many returns, returning damaged items, using the WRONG reason for a return. etc.
Actually got to talk to someone on the phone somehow and swore at them?
Got MAD at them? Yelled? Swore?
All that is considered to be abusive behavior.

I understand you recently received a request for verification documentation and after the team reviewed the information you submitted, your account was determined to have violated section three of the business solutions agreement.
Prior to submitting any documentation such as a utility bill, it is important to ensure this bill meets certain requirements. Such requirements can be found within the global seller identity verificaiton help page. In order to ensure your documents are not rejected, make sure that they meet the following requirements:
- Be high resolution and unobstructed (clear, readable, visible and in focus).
- Be complete and not cut off from any sides (not angled or cropped).
- Be a scanned image or photo of the original document taken from your mobile device's camera.
- Display the full document (front and back, if applicable).
- Be less than 50MB in size.
- Be in one of these formats: TIF, TIFF, PNG, JPG, PDF, and JPEG. Do not include special characters in the file name (examples: $, &, or #).
- Be authentic and unaltered.
- Must not be password-protected.
- Be in one of these supported languages: Arabic, Simplified Chinese, Dutch, English, French, German, Hindi, Italian, Japanese, Polish, Portuguese, Spanish, Swedish, Tamil, Thai, Turkish, and Vietnamese. If your documents are not in a supported language, you must submit a notarized translation in a supported language along with the original document.
In addition to these, you also need to ensure that the information present matches what is within Seller Central. As a means of protecting not only buyers but other sellers as well, such a verification is done to make sure valid and accurate information has been provided during registration and periodically through account reviews where necessary.
If Amazon is unable to verify any information, this could be the reason for the rejection of your documents as indicated in the performance notification you received. Without a request for more or different information, we are unable to guarantee the reactivation of your account at this time.
In this case, I suggest continuing to monitor notifications, e-mails, and case logs over time for any new and future requests.
