No. No one can explain Amazon's contradictory rules.
Perhaps a mod like @KJ_Amazon or @SEAmodor @Atlas_Amazon can chime in with what part of this sentence we are supposed to be going by.
I'm pretty sure that it's supposed to be "on or after", but with Amazon, you never know.
Welcome to Amazon. Get used to conflicting rules.

"Does anyone know what this means? "
As @Seller_nRFmxiQg4EGrwnotes, with Amazon it's a complete mystery.
I saw a post where the MODS had determined among themselves that it was BEFORE Feb 10 which makes no sense whatsoever since it would make the inventory over a year old.
There are other MORE IMPORTANT things you need to know as a new seller however!
Be sure to follow the requirements for the new, improved Amazon.
For any other rookies out there reading this, here is how to NOT get suspended on Amazon.
DO YOU have an LOA from the brand allowing you to sell on here?
DID YOU source from AUTHORIZED wholesale sources that your rep at the brand says are OK.
NOTE the verification from the brand that the source is legitimate and authorized, NOT one of those touted on TikTok and YouTube as having "thousands of brands and products".
If you have watched any YouTube or TikTok videos FORGET everything you saw there.
Spend hours/days on Seller U and read the Forum to see all the really creative ways rookies find to get suspended by ignoring the advice above!

No LOA? Start writing your 'please help with my Section 3 suspension' letter.
