Return labels are not downloading as a jpeg or png pictures but instead rml

So months ago all our labels we upload whether jpeg or png and on different browsers will upload fine but when you go back to download the current label it downloads it as a rml file and Amazon says it is invalid. You can manually change the name and the format to read .png or .jpeg and it will then open so the format is intact but Amazon keeps changing the name to rml and the customer is unable to download it and Amazon is also saying it is not valid. How can this be fixed as for years it has not happened and then for the past perhaps 5 months it does it for all our return labels.

I have a A to Z claim opened and Amazon says I need to provide a correct label but no matter what I try, it will always download as a rml not a correct picture format. Need this resolved ASAP.
