No, as an accidental order return, you are not responsible for the return costs.
Has the customer opened a return request? If so you must authorise the return. Amazon may issue a prepaid returns label but this should be deducted from the refund amount.

It depends on the category you sell in. Some like Clothing the seller is always responsible for the return postage, regardless of the return reason.
When you say after 28 days, do you mean on the 28th day? If not, how long after? Did the tracking info that shows the delivery date get added to the order when it was shipped?
