Is there a way to directly contact the payments section?

I have been trying to get a refund from Amazon for more than two months.

I ended one disbursement cycle with a negative balance due to a large return.
At the end of this cycle, Amazon immediately charged my credit card to offset this.

Since Amazon had already recouped the negative balance, I owed nothing to Amazon when the ensuing cycle began.
Yet, Amazon began the new cycle by carrying forward the negative balance from the previous cycle.
In essence, they charged me twice for the negative balance.

I have been trying to get the overcharged amount.
Each time I create a support ticket, it is immediately transferred to the payments section.
Then, nothing happens.
I have created at least five tickets over the past couple of months.

Could anyone suggest me a solution?

However, I do not see any connections between my refund requests being ignored and Performance Notifications.
I just checked nevertheless.
I have no notices for this year.

I would really appreciate it if you can point me to some resources to resolve the situation.
Is there any channel to file a complaint, since I think it is quite bad for Amazon to overcharge and simply ignore refund requests despite multiple attempts over a couple of months.
