UPS charging a collection charge on pick up of FBA

Not every time but approx 60% of the time we are being asked for a cash collection charge when UPS comes to pick up an FBA.

We cannot work out why it is not everytime as we follow the same proceedure each time.

I have seen previous threads regarding this but cannot see any exact reason this happens and how to stop it happening. Has anyone ever got to the bottom of this and what causes it to happen-or not happen ?

It used to be because the shipment had a tracking reference outside of the range that UPS were expecting from Amazon so it triggered payment. The workaround was to use an older tracking number, but the actual fix is somewhere between Amazon and UPS.
