I am unable to close this duplicate account to reactivate my other Amazon seller account. I am unable to contact support because my account is deactivated.

I understand you have questions regarding your account as it is related to another account.
Per the selling policies and seller code of conduct, all sellers are expected to only open one selling account unless there is a legitimate business need for multiple accounts. Such a need could be having a different brand, selling different products than that of the main store, or being recruited for an Amazon-sponsored program which requires the creation of a new selling account. Even when permitted, it is required that all accounts remain in active, good standing; if any account is suspended for any reason then all of the linked accounts will also be suspended.
In order to restore the activity of all accounts, it is imperative to reactivate the account of concern.
Once you have resolved the outstanding request on the other account, you will be able to submit confirmation that this account is reactivated per a screenshot of the performance notification confirming this on the main account. After the account is reactivated fully, you can then proceed with closing your account.
