I’m pretty sure Germany has some rules around packaging and you have to enroll in some special programme before you can sell there

Germany is not excluded for EFN. There are however reasons why you cannot list certain products.
The usual one, is import/export restrictions. But you also need to be registered for the packaging rules etc.
