Sending goods to the US as large letter
I never head of this before. A change in mail classification from 2018 prohibits sending merchandise in large letter format. Goods should be sent as packets even if they are totally flat.
Anyone still sending goods as large letters to the US?

- Introduction of a ‘Goods’ classification for certain types of items from 1 January 2018
The Universal Postal Union (UPU), which sets the rules and regulations for the exchange of cross-border mail and parcels between designated Postal Operators, is introducing a ‘Goods’ classification for certain countries mainly outside of Europe.
This means that for some items which you currently send as a Letter or Large Letter, you must now send these as the Parcel format, regardless of the item’s size and weight.
An item will be classed as ‘Goods’ if it is an item consisting of any tangible and movable object other than money, including objects of merchandise. Examples being: clothes, computer or tablet, electrical equipment, event tickets, footwear, mobile phone accessories.
CDs storing commercial music or software, and DVDs storing commercial movies or software, will be also classed as ‘Goods’ as will magazines with items such as CD/DVDs or samples enclosed with the publication.
Items such as books, magazines and personal data on CD or DVD i.e. personal photos or home videos can still be sent as either a Letter or a Large Letter format.
The countries affected by this change are:
Australia, Canada, Chile, China, Falkland Islands, Hong Kong, Israel, Japan, Malaysia, Mexico, New Zealand, Russia, Singapore, South Korea, Taiwan, Thailand, Turkey, United States.

I’ve never heard of this before. I get a lot of USA customers over on another site, and 90% of the items ordered are sent as a LL. Even the revenue manager at the sorting centre has never mentioned this - and I hope he never does

I send them daily to USA and a lot are sent over the counter at post office when proof of postage is needed and never had any issues and they are certainly arriving the other end and products clearly shown as goods on the CN22 form.

This website says, for all countries inc USA specifically, Large Letter can be used for and I quote
eg Magazines, CDs and DVDs
No mention that CDs and DVDs have to contain personal data only and not music or films

I sell a bit to the US + have a good friend to whom I very regularly send LL size envelopes, I always go to the post office (to get a proof of posting), I send exactly as I would to anywhere else, and never had any issue.

i had the revenue manager look over my order and fix a couple things once but didn’t do anything about large letters either
is it royal mail’s responsibility though or is it actually US customs since its a US regulation?
