Going to be charged for "eco-contribution fees" on Amazon.es?!

Received this today:

Between June and August, you’ll be invoiced for eco-contribution fees for your packaged goods sales on amazon.es in 2023 and Extended Producer Responsibility (EPR) Pay on Behalf annual service fees.

Amazon claims: Why was I enrolled in the EPR Pay on Behalf service?

You were automatically enrolled as you met all of the below criteria:

You were considered a producer in the context of the Spanish Packaging Law.

You sold packaged goods on amazon.es in Spain.

You were not established in Spain.

You did not submit a valid EPR Registration Number for packaged goods on Amazon Compliance Portal before 31 December 2023.

What nonsense. I sell used books and cds posted in recycled packaging. I sell barely a dozen items a year on Amazon.es. Am I going to be asked to pay this charge?! What can I do to avoid?! Amazon claims to have emailed me about this previously so I could sign up with an "EPR" number, which I have for France, but I have no recollection of receiving this mail. Will my French EPR satisfy them? Seems every day I have a new and absurd hurdle to jump with Amazon.

Unfortunately even an outer envelope counts for being a producer when shipping good to Spain.

The amount you use changes the price you'll need to pay, but any at all means the law applies.

Unfortunately the choice is between carrying on with the Amazon scheme, registering an EPR registration for Spain, or stopping shipping to Spain.

An EPR registration is for that country. You need individual numbers for each country that requires them. Hopefully at some point once everyone has similar laws in place, a Universal agreement will be made allowing for Universal EPR registrations to make it easier.
