locked out of account because we dont have access to the phone number associated with the account

we have been locked out of our account because we do not have access to the phone number associated with the account. We opened this account to be able to get in touch with a mod or amazon seller support to help us. We have opened up numerous cases and we keep getting links that require us to log in. We have also called multiple times but they cannot help because the call is generated from a different account.

We have been sent the link for recovery of 2 step authorization and have sent in a pic of a govt id and have not received any response yet.

We then received an email to set up a call to confirm our identity and yet again it was associated with this email address and they were unable to help.

I have had 2 phone reps say they are escalating this and nothing has happened. I have also had 2 reps say that they are processing a change in the phone number associated with our account and that has not worked either.

We have been locked out of this account for 30 days and this is at a severly urgent point.

Please help.

The obvious question is WHY don't you have access to the phone number on the account?
