Amazon - Cannot Access Account - Recovery Your Account after Two Step vericication Fails

Any help will be greatly appreciated.
We do NOT have access to phone number on the OTP, we have submitted the government ID over 8 times 4 days apart from the below link, but we have still NOT even had as a little as a response from Amazon:
