Hello @Seller_1UJxiDQxZuoxX,

This is Sakura from Amazon. Welcome to the Seller Forums

Amazon treats all stores in Europe as one European Marketplace account. When you register to sell on any of the Amazon European marketplaces, your seller account is automatically enabled to allow you to sell on all other Amazon European marketplaces. All your orders will be managed in a single place.

If you don't want to sell in Germany, you can place this store on holiday status and make sure that you don't have any listings present in your Inventory. You don't have to provide VAT registration if you are not going to list any products there.
