FBA fulfillment fees for large standard items which weigh less than 1lb

For large standard items fba fulfillment fee is calculated using volumetric weight. However, the tools like AMZscout and Jungle scout show lower fees for items weighing less than 1lb. For example, the product

has volumetric weight of 2.5lb and an actual weight of 0.15lb. The product is priced at $7.16. When I use the seller central FBA calculator, it estimates negative margin because it uses volumetric weight. However the other tools show positive margin as they use actual weight in this case. These tools do use volumetric weight in other cases where the product weighs larger than 1lb.

My question is, does Amazon use actual weight for large standard items for calculating the FBA fulfillment fees.
