GTIN Exemption Declines

I applied for a GTIN Exemption and got declined with the attached message.

Feel like I'm going around in a circle. I followed these instuructions:

So, I was told I was declined because I didn't have a product ID - well yes!! That's why I'm applying for a GTIN Exemption. Am I mad?

This error typically pertains to the creation of products, not the GTIN Exemption request.

If you're looking to request a GTIN Exemption, please refer to the help page titledList products that do not have a Global Trade Item Number (UPC, European Article Number (EAN), JAN or International Standard Book Number (ISBN)) for guidance on how to proceed.
