I’ve read various threads here regarding the huge pain it takes to get selling via FBA in Germany. Since the changes to how it used to be years ago, Germany was our second biggest market and we’ve not been selling in Germany since these changes took place. Our revenue has dropped 30% as a result.
I’m on a mission to get this sorted, not only are we being charged for VAT registration but also filings and late penalty filings (thanks avalara…)

PACKING LIST NEEDED?
Question 1 - Does anyone know where we can find a power of attorney document that’s been mentioned by other sellers on here? I have read documentation on Amazon’s faq but nothing mentions this? Without understanding what the POA is for, I won’t be able to get one drafted or notarised… any light on this?
Question 2 - Regarding the Commercial Invoice, how do we value our own goods at the point of entry? This seems a little bit vague as obviously as a company we would want to pay as little cost as possible. What is the general guideline that companies follow for valuation of goods?
Question 3 - Do we need everything such as POA/Commercial invoice translated into German and give values in Euros?

If you have already jumped through the hoops to register for vat in Germany, why not register in another eu country too - probably France
I’m not 100% but according to the help pages you can send your stock to France, as that’s reportedly the easiest and make sure your pan eu settings are on, and amazon should then store your goods in all countries where you are vat registered - ie France and Germany

They would need all the requirements for Germany. VAT reg, EU EORI, Importer of Record, Fiscal Representation. Even with all this in place, they can still refuse to process the shipment through customs for random reasons.
In the beginning, we sent 3 shipments to Germany Jan 2020. All came back three months later… reason? No documentation was included. All the document pouches were still intact, attached and unopened.
Much easier to send to France. We’ve sent hundreds of consignments to France now. Problem free (from a customs point of view). We’ve had the occasional lost or damaged parcel, but that was down to UPS and not customs processing.
Using UPS paperless via World Options to France has been great.
I wish I had known what I know now before wasting time trying to send to Germany.

You need to have a fiscal rep and a German UPS account connected to your Amazon account for the partner carrier program. Your fiscal rep will then take care of the paperwork and take responsibility for the goods.
Basically the fiscal rep will be the ones accepting the goods into Germany and UPS will use them as the receiver but it will be the new account that you have set up to be billed. It is quite complicated.
