I am trying to add my bank account under Deposit Methods, but I get this error: "forbidden. You do not have the rights to perform this action." I am using the primary account. Please help me resolve this issue.

When you go to "User permissions" do you really see the word "owner" on the same line like your email address? And you use THIS email address to log in and not accidentally another one?
If yes:
did YOU create that account with exact that email address? Did you ever change the "Legal Entity"?

As a follow-up, yes, did you create this account with the e-mail thats on file?
The error you see is related to when a user thats not the account holder is attempting to make changes that only the admin is allowed to.
