Where do I find the total cost of postage through buy shipping per month. Are they included in the seller fees report.

No they are not included in the Seller Fees Report, as they are not fees for selling on Amazon. However you can download a spreadsheet of them.
Go to Payments and click the Transaction View tab.
Under transaction type choose "delivery labels purchased through Amazon"
Click custom date range and enter the time period you want.
Click update
Then click download to download as a spreadsheet
