HELP please: FNSKU over ISBN

I am getting my own board books with sound buttons for children manufactured in China to sell in Canada (amazon.ca). They all have ISBN numbers (not UPC). Amazon FBA expects FNSKU to cover other barcodes, such as UPC.

Because my product is a book with an ISBN number (not UPC), I am assuming that my FNSKU should be sticking on the polybag in a position that it covers the ISBN code.

However, my freight forwarder says:

“The ISBN code must be displayed on the back of the book because Canada has strict requirements for the import of books. Every book must display this ISBN code.”

In other words, she wants both codes to be visible; FNSKU stuck on the polybag without covering the ISBN and ISBN under the polybag, which is transparent.

I could not find any clear directions for this problem.

I would appreciate any guidance. Thanks.
